The bulk of the regular meeting of the Custer Board of County Commission­ers (BOCC) on January 21 was spent in a discussion between the Commissioners and Greg Felt, General Manager of the Upper Arkansas Water Conservancy Dis­trict (UAWCD). BOCC Chairman Bill Canda, in introducing Felt, pointed out to the public that this discussion was a follow-up to presentations Felt had made to the BOCC previously, and centered around the issue of “illegal ponds” in Custer County, and whether some of these ponds were, in fact, allowable under Colo­rado Division of Water Resources (DWR) rules.
