It came as a surprise to many in Custer County that Commissioner William âBillâ Canda was arrested last week. In many ways, I was not surprised because I had long understood that when members of the judiciary from outside the community looked into Candaâs actions, they quickly saw through his bluster and ego. His only saving grace these past nine years has been that anyone who could hold him accountable was politically allied with Canda.
