Commissioner Bill Canda created septic business to evade taxes 

Thanks to a miscommunication in March between the Custer County Sheriff’s Office and the 12th Judicial District Attorney’s Office in Alamosa, the majority of the Colorado Bureau of Investigation (CBI) inquiry into Custer County Commissioner Bill Canda for alleged sales tax fraud was made public. The key part of that investigation is an interview transcript between CBI Agent Jon Price and Bill Canda at the CBI Office in Pueblo on December 4, 2025. As previously reported, Custer County Commissioner Bill Canda was arrested on April 10 for allegedly committing sales tax fraud.  In the opening lines of that interview transcript, Canda states that he only created his business, Talon Earthworks Inc., around 2010 to engage in a tax evasion scheme:  “I’m a contractor with, uh, septic…
